After finding out that it's possible whisper the bot for commands, would it be possible to allow commands to only be done through whispering as to prevent spam?

I can run my old version, but installing a new version leads to error about running as an admin. Even when with administrative rights, I get the same error. Trying to run an update leads to another error about the WebClient. Error images are attached.

I had to do the timeout myself. When the bot tries to purge nothing happens at all.
I should note that I'm using a separate account while the bot is running, so that's why you see the 600 seconds in the chat.
Last thing worth noting is that it's not just me. It doesn't appear to ANYBODY that the offender is timed out, and we're only using regular Twitch chat.
Edit 2: Decided to delete my data for the bot and start fresh. The bot works as intended. I assume the problem came from deleting all the entries in both blacklists, saving, and then trying to put in new entries before saving again.
Just put in the authentication token.
Edit: This is because the irc setup is a little tedious. It really should be made clearer somehow to only enter in the token because topics like this will be popping up a lot.
I've set up the blacklist to block certain links, and the bot does send the timeout command, but nothing happens for some reason. I copy and paste it in the bot's chat window and it works for some reason. A screenshot will be posted the next instance it happens.
Pretty much, yes. Sorry if I'm not using enough programming terms. I'm still getting used to programming. When the time comes a simple solution might be to allow which variable to be checked for duplicates.
As long as it's possible to hide the vote count and make sure they stay in order, it would be perfect!
Edit: How would it be possible to take the top entry off for when the level is complete? Just curious.
I know there will be a queue system in the future, but I'd like to add a system where a user can submit multiple entries for the streamer to try out. Basically, it's Mario Maker levels. Will this kind of flexibility be added in the future?
Sample code would be like:
!addlevel (levelcode) (levelname)
